I found this through a Tarte representative. It's great for brightening inner eyes, though doesn't stay on all day (not a complete surprise - it's pretty creamy). Put it close to your lash line overtop a smoky upper lid, and it makes your eyes more luminous without compromising the deeper colors.

If you were hoping to use this on the inside corners of your eyes to brighten or widen them, you'll hate the results. The product creeps into the undereye skin and clumps up. It doesn't brighten the eye, not even if you apply it on the lower rim (water line). A cheap white pencil works better than this [$], fraudulently advertized product. ...I want a refund!

I've been using this liner every day on my waterline - it opens up your eyes without being visible (like a white liner would be) and cleans up your look. It does seem to wear off throughout the day.

I have dry eyes AND wear contacts. When I get up in the morning the whites of my eyes look like I'm hung-over and the rims are red also. With liquid tears my 'whites' will clear up in an hour or so but the rims used to stay red to pink all the time. I've used this product for a week now and love it! I line the lower rim with this and along the lower lashes roots I put either black eye pencil or shadow to complete my look. I am so glad I found this product. I happened to find it while just browsing! I will definitely buy again!
